The US Naval Institute has recently released its yearly China Maritime Report, this time concerning Chinese increased use of civilian ferries for conducting military exercises from the timeframe of October 2021 to November 2022. The 2023 report is a follow-up to its 16th yearly assessment on China which dealt with PLA’s use of civilian shipping in support of over-the-shore logistics.

The foremost report regarding Chinese civil-military fusion involved large-scale maritime logistics trainings conducted by the PLA’s Joint Logistics Support Force (JLSF) in China’s Eastern Theater during the summer of 2020, which was named Eastern Transportation Projection 2020A. Even though the same amphibious exercise did not have an aggressive follow-up in 2021, the PLA did conduct unit-level training in the Southern Theater Command and a large exercise in the Eastern Theater Command.
