A retired Navy rear admiral who was involved in the early planning for Guam’s missile defense system said there is a better, less costly way than what’s currently being planned.

“They successfully picked the worst possible solution,” retired Rear Adm. Mark Montgomery said in an online forum titled, “What the heck is going on with the defense of Guam?” hosted by the Missile Defense Advocacy Alliance on Sept. 20.
